WE SENT AN EMAIL TO PAYPAL WHICH REPLIED WITH A STANDARD MESSAGE
Besides the standard reply below we never heard anything. Apparently Paypal didn't deem this "necessary."

potentially violate PayPal's Acceptable Use Policy. We will investigate
the matter and take appropriate action, if necessary.
Follow the instructions below if you encounter a seller's website that
you feel may violate our Acceptable Use Policy:
1. Log in to your PayPal account at https://www.paypal.com/.
2. Click the "Contact Us" link.
3. Click "Contact Customer Service".
4. Under the "Choose a Topic," select "Report Fraud/Prohibit Use."
5. Under the "Choose a Subtopic," select "Report prohibited items
being sold using PayPal."
Please be as specific as possible in the message you enter, and include
a description of the prohibited item(s) being sold.
Again, thank you for bringing this matter to our attention.

Additional Information: 'The "prohibited" item is "no" item. Seller
sells an e-course (see website) but this is a scam, and has been
reported on ripoffreport.com (search for "nancy richards") and the BBB.
After payment through paypal the seller simply does not deliver and does
not respond to emails either.
I hope that paypal is interested in warning buyers of suspicious
sellers.
The actual site-owner can be tracked down, thanks to the email/website
info through my paypal payment, and turns out to be a BIG name in the
SEO field. I am still looking to publicize details of this information
for wider awareness of this scam. In the meantime I want to report this
to you, and if possible speed up the refund request that I have
submitted earlier today.
And again, I hope that Paypal assists in reducing this kind of scam.
